Work Methodology

1.

Initial consultation

The process begins with a client approaching SB&CO. LEGAL, through a meeting or consultation, where you are duly assisted by a lawyer specializing in the matter. During this consultation or meeting, the attorney listens to the client's situation, provides legal advice, and evaluates the viability of the case or request.

2.

Case Evaluation and Formulation of the Proposal

After understanding and analyzing the client's situation, the lawyer conducts a thorough evaluation of the case or request. This involves reviewing relevant documents, conducting legal research, and analyzing the legal issues involved.

3.

Strategies development

Once the case or request has been evaluated, based on the investigation and evaluation carried out, a proposal is sent to the client, which, once accepted, allows SB&Co. LEGAL develop a legal strategy adapted to the client's objectives. This strategy describes how the case or request will be approached, what arguments will be presented and what evidence should be considered for the success of its objectives.

Execution of the agreed Strategy

SB&Co. Legal Once the evaluation and strategy process has been completed, the legal documents necessary to begin the legal process or request entrusted by the client will be presented.

Franklin Briceño Salazar

PROFESSIONAL EXPERIENCE

Franklin Briceño Salazar has a degree in Law and Political Science (“Magna Cum Laude”) from the University of Panama since 1990 and has a Master's Degree in Comparative Commercial Law from TheDickinsonSchool of Law in Carlisle, Pennsylvania, United States of America, as a Scholar of the prestigious Program Fulbright. He also has a Postgraduate Degree in Taxation (2010) and a Master's Degree in Tax Planning from UNESCPA (2011).
He has been an Associate Attorney at well-known Professional Firms in the area and since 1999 he has been a Partner at the forensic firm SB & Co. Legal.

His professional experience has focused fundamentally on the field of Banking and Corporate Law, with a successful foray into the field of Labor Law and litigation.

Franklin Briceño is an active member of very diverse professional, trade and non-governmental organizations (NGOs). He stands out for being a member of the Interamerican Bar Association, the Panamanian Association of Business Executives (APEDE), in which he has served as President of the Ethics, Civics and Corporate Social Responsibility Commission, member of the National Council of Lawyers, of the Association of Fulbright Scholars, member of Amnesty International, among others.
Among his most relevant monographs we find “Sufficient Powers in the Opening of Bank Accounts and Granting of Credit”, “Considerations regarding Article 3 of the United Nations Convention on Promissory Notes and Negotiable Documents and Panamanian Legislation”, “Some forms of extinction of Obligations” and his Thesis “On the Object and Risk in Maritime Insurance”.

In the field of public service, Franklin Briceño has served as a member of the Conciliation and Decision Boards of the Ministry of Labor and Labor Development as a representative of the employer sector and External Legal Advisor of the Agricultural Insurance Institute.

Franklin Briceño Salazar is Professor of the Master's Program in Commercial Law and Procedural Law at the Inter-American University. He has been a speaker at multiple seminars and meetings with topics related to his areas of professional practice and around corporate ethics and transparency.

PROFESSIONAL EXPERIENCE

Lic. José María Herrera Correa graduated in Business Administration from the Latin American University of Sciences and Technology (ULACIT) in 1995, so his professional experience has focused mainly on the field of Administration and Management.

As a complement to his postgraduate studies in Commercial Law and Business Law, he attended a Seminar on Diplomacy and Negotiation Techniques given by the Latin American University of Sciences and Technology (ULACIT) in 2002.

Within his work experience we can mention his role as Head of Purchasing, Manager and Supervisor in different companies in the Free Zone such as, for example, Invader International, Esprit and Yaveka International.

Later he held the positions of Marketing Manager at A.A. Alpha Real Estate in 1992 and Managing Director at Cajir, S.A. from 1992 to 2002.

From 1994 to the present he is an advisor to Financiera Metrocredit, S.A., and from 1994 to 2004, to Metroempaños, S.A.

He has also held the position of Manager of Repossessed Assets (1999-2003), Executive Management of Administration (2003-2004) and Leasing Management (2004-2005) at the Savings Bank.

From 2005 to 2009 he held the Collections Management position at Hipotecaria Metrocredit.

Additionally, Mr. Herrera obtained the Real Estate Broker License through UNACOBIN.

Jorge Alberto Rios

PROFESSIONAL EXPERIENCE

Mr. Ríos currently works in the practice areas of civil and administrative law, working in this position as a qualified lawyer since 2013.

In addition, he has a degree in Journalism, he was associated for more than 10 years in the coverage of judicial and police events in the La Prensa Corporation and Director of Media in State entities as Deputy Chief of Communication in the National Police between 2014 to 2018 and as Head of Press in the Ministry of the Public until January 2020.

He has specialized in the field of Criminal Procedure Law. He has dabbled in crisis management administration. He has been practicing law since 2013.

Mr. Jorge Ríos has a Bachelor's degree in Law and Political Science, which he obtained at the Latin American University of Science and Technology, Faculty of Law and Political Sciences in 2013.

Francisco Rolando Perdomo Sandoval has a degree in Law and Political Science since 2009 and has a master's degree in Procedural Law.

Mr. Perdomo acquired extensive professional experience working at the renowned forensic firm Alemán, Cordero, Galindo & Lee from 2001 to 2010, being in charge of litigation matters.

Mr. Perdomo is part of the SB&Co team. LEGAL since 2010, currently serving as Senior Associate Lawyer, offering services in the areas of Labor Law and Litigation.

Carlos M. Cabrera Villarreal

Associate attorney

Carlos Manuel Cabrera Villarreal is a Corporate Lawyer specializing in Wealth Management, Corporate Governance, and an Expert in Compliance and Risk Management. He holds a Bachelor’s Degree in Law and Political Science from Universidad Santa María la Antigua (Panama) and a Bachelor’s Degree in Business Administration from Universidad Interamericana (Panama).

In addition, he holds a Master’s Degree in Compliance and Risk Management from Universitat Politècnica de Catalunya (Spain), a Specialization in Compliance from George Washington University (USA), and is currently pursuing a Master’s Degree in Corporate Business Law at Universidad del Istmo (Panama).

Professionally, he has held various leadership positions, including Founding Partner of a local boutique law firm and Head of Compliance at a renowned Panamanian law firm. 

Mr. Cabrera was also a Founding Partner of HERCA COMPLIANCE, a compliance firm certified by the Superintendency of Non-Financial Entities. In the public sector, he served as an Advisor to the General Administrator of the National Land Administration Authority of the Republic of Panama (2014–2019).

Monica joined the SB&CO team. Legal in 2018 and was named Senior Associate in 2021.

She is characterized by its organization, aimed at obtaining results, with the ability to successfully answer queries and procedures in a timely manner, in addition to empathizing with all the needs of its clients.

She completed a thesis on Unfair Competition in Franchises in 2015.

Her practice focuses on extensive experience in the branches of Administrative, Commercial, Labor, Real Estate and Intellectual Property Law.

In the performance of his profession, he has been able to participate in the incorporation of businesses and their due regularization in Panama, business restructuring, collective dismissals, union negotiations, company acquisitions, advice and guidance in the field of trademark registration and use contracts, recognition of tax credits, negotiations and mediation of conflicts on consumer protection, ship registration, health records, among others.

Roberto de la Espriella Martinez obtained a Degree in Law and Political Science from Universidad Santa Maria la Antigua , Panama in 2005.

◦ Served as general manager of Grupo Rical de Panama, company dedicated to residential and comercial real estate development since 1979.

His professional experience has been based in Real Estate Law, Corporate and Banking law, estate planning and asset protection as well as off shore estructures.

He has belonged to several associations and organizations as member such as ACOBIR, Convivienda, APEDE and Camara de Comercio y Agricultura de Panama (Chamber of Commerce).

In the public service area, Roberto de la Espriella belonged to the board of directors of the Banco Nacional de Panama, main banking institution in Panama. 2010-2014

Aníbal A. Tejeira Vásquez has a degree in Law and Political Science since 2013.

Mr. Tejeira acquired extensive experience working for renowned Panama Law Firms, including SB&Co. Legal (formerly Sucre, Briceño & Co.) since 2010 and currently works as Senior Associate Attorney of the Firm.

Mr. Tejeira was elected as a Scholar of the prestigious “Chevening” scholarship fund funded by the Government of the United Kingdom, to represent the Republic of Panama and complete a master's degree in Commercial and Corporate Law at Queen Mary University of London. Mr. Tejeira also has a master's degree in International Financial Law at King's College London and also completed a cultural exchange program and study of the Mandarin language (elementary-basic) at Donghua University in Shanghai, People's Republic of China (2014).

Mr. Tejeira offers his services in the areas of Corporate and Financial Law, Commercial Litigation, specializing in Wealth Planning and Management, asset protection and fiduciary services, as well as incorporation of companies in multiple jurisdictions.

Leib Friedman Velarde holds a Bachelor's degree in Law and Political Science since 2013 and completed a Master of Laws (LL.M) in Procedural Law from the Instituto Superior en Derecho y Economía (ISDE), Madrid (LL.M in Litigation, 2016-2017).

Before joining the firm, Mr. Friedman worked as an associate in various firms in the country, focusing his practice on civil, commercial, criminal, administrative, and family litigation.

Mr. Friedman has been a part of the SB&Co. LEGAL team since March 2023, currently serving as a Senior Associate Attorney, providing services in the firm's Litigation department.

Rigoberto González Montenegro

Of Counsel

Rigoberto González Montenegro holds a Bachelor’s Degree in Law and Political Science from the University of Panama (1983). He pursued doctoral studies in Law at the Faculty of Law of the Complutense University of Madrid, Spain (1986–1988). He also holds a Specialization in Constitutional Law and Political Science from the Center for Constitutional Studies in Madrid, Spain (1994), a Degree in Higher Education from the University of Panama (2008), and a Doctorate in Law from Universidad Santa María La Antigua (2013).

In the public sector, Mr. González Montenegro served as Procurator of the Administration of the Republic of Panama (2015–2024). He brings his extensive experience as Of Counsel at SB&Co Legal, focusing on public law, constitutional law, and administrative litigation. He also served for over twenty (20) years at the Public Ministry of Panama, holding various positions while successfully engaging in private legal practice locally.

Mr. González’s unparalleled experience, legal depth, and exceptional reputation are invaluable assets that greatly benefit our esteemed clientele, as well as other law firms in the jurisdiction when the complexity of cases requires the interdisciplinary involvement of subject-matter experts.

Additionally, Mr. González is a Professor of Constitutional Law and Constitutional Procedural Law at the Faculties of Law and Political Science of Universidad Santa María La Antigua and the University of Panama.

He is a member of the Panamanian Academy of Law and the Ibero-American Institute of Constitutional Law, and the author of numerous books and monographs in his areas of expertise.
